She used the Royal "We" rather than I. The precise origin is disputed though; one version is that it was in a letter to Arthur Balfour, the First Lord of the Treasury in December 1899 after a series of losses in the Boer War. However one source says she spoke the words rather than wrote them. 

Margaret Thatcher used a similar phrase over the Falklands War in 1982.
