They are saying what has been allotted to Ukraine so far is less than .01% of the total military budget. In the end if they win, Ukraine will have to start paying back. No different that when the States supplied Britain with Money and arms.

Rumor has it some high ranking officials in the Trump administration tried to get Pence & the Cabinet to declare Trump incapable of performing his duties. That would be former FBI Director James Comey. The first three sections deal with temporary removals, like hospital stays during operations & the like. They have been enacted before.

Normally the Queen would wear it, but in recent years it has been placed beside her, as with Prince Charles above as, of course, he cannot wear the Crown just yet. The Crown makes the journey from the Tower of London to the Houses of Parliament in its own carriage.
