Can you think of a better way for a broke city to keep functioning? Once they go through all the colours in the rainbow, they can just start over again.

The only time businesses run into trouble doing this is if the workers unionize and then the only options a business has is to first delay to agree to it and then close the business and open the company in another name or move completely and then out source the work to other companies and States.
